Mission

HAFPA has, by law, the main responsibility of the Contracting Authority for major Hellenic Air Force (HAF) projects, in accordance with the current public works legislation.

More specifically, its responsibilities include:

  • Implementation of spatial planning programs approved by the Supreme Air Force Council
  • Implementation of scheduled national HAF projects, EU-funded projects, and assigned NATO common infrastructure projects (study – tender – construction)
  • Implementation of unscheduled, urgent and emergency works carried out for the benefit of the HAF, other branches of the Armed Forces, or the wider public sector, when assigned
  • Drafting project studies or assigning their preparation to external consultants as the Contracting/ Supervising Authority, according to applicable law
  • Preparing tender documents and conducting competitive procurements for projects and studies
  • Supervising and inspecting the execution of projects and studies assigned to external contractors, for which it is designated as the Supervising Authority
  • Checking the completeness and quality of studies and works carried out for the HAF
  • Submitting proposals through its competent bodies to the Air Force Projects Technical Council (AFPTC), the Air Force Project Studies Technical Council, and the Special AFPTC on matters within its competence
  • Overseeing the acceptance process of projects up to their final approval
  • Settling the financial accounts of projects.

History

  • 1930 – Establishment of the Ministry of Aviation – Directorate of Public Works
  • Mid-1950s – Public Works Directorate G4 of the Hellenic Air Force General Staff (HAFGS)
  • 1966 – Projects New Directorate HAFGS/G5 (merge of G4 with Planning Directorate)
  • 1987 – Separation of HAFGS/G5 and HAFPA (Presidential Decree 378/87)

HAFPA has constructed almost all HAF airfields and other HAF units. It has also built the Hellenic Air Force Pension Fund, the 251 Hellenic Air Force General Hospital, the War Museum, and carries out a wide range of fuel infrastructure projects (pipelines, pumping stations, storage facilities), RADAR installations, and specialized infrastructure projects (operational – support – logistics).

Structure

HAFPA consists of the Commander, the Deputy Commander, the Directorate of Project Studies, the Directorate of Projects Construction, the Directorate of Coordination, the Directorate of Quality Assurance and Standardization, the Supervising Service for Studies, the Financial Department, the Military and Civilian Personnel Departments, the Secretariat Department, and the Aide-de-Camp Office. The Security Office and the Ground Security Office are staffed by personnel from the equivalent positions of the HAFGS Squadron.

Subordinate to HAFPA are the Project Construction Supervising Services (PCSS), which execute operational infrastructure works as Supervising Authorities, in accordance with Public Works legislation. They are located as follows: 1st PCSS at the 112 Combat Wing (CW), 2nd PCSS at the Hellenic Air Force Military Police, 3rd PCSS at the 115CW, 4th PCSS at the 110CW and 5th PCSS at the 116CW.
